Note how Jeffrey Pierce, an atmospheric scientist at Dalhousie University in Canada, is apparently only speaking about the cosmic ray variation over the 11 year solar cycle. As explained in the 30 seconds here by Tom Harris in a July 6, 2011 presentation, much longer solar cycles have much greater irradiance variations and so a far more pronounced effect on galactic cosmic ray influx into the Earth's atmosphere.
